Phillip Earl Starks, 68, of Quincy, FL, passed away on May 10, 2012, in Quincy, Florida. A Celebration of Life will be held on Saturday, May 19, 2012 at 11:00 at St. John Church of God In Christ with burial at Sunnyvale Cemetery, Quincy, FL. Viewing from 10:00 to 5:30 Friday, May 18, 2012 at Betsey Funeral Home. A wake will take place on Friday, May 18, 2012 at Bethlehem COGIC from 6:00 -8:00 pm. Betsey Funeral Home, of Quincy, FL is in charge of the arrangements.

Mr. Starks was born on August 27, 1943 in Troy, Alabama to parents the Late Reverend Hardy and Missionary Clara Starks. He was married to Lula Mae Starks. Mr. Starks  was a long-time former resident of Tampa and was a retired Foreman with the Tampa Housing Authority. He was a devoted caregiver to his wife Lula for many years.

Survivors include his loving wife of 47 years, Lula  Mae Johnson Starks of Quincy, Florida. Daughter, Tammy Starks of Quincy, FL. Son, Christopher Morris of Tampa, FL.
Grand-daughter, Charisma Morris. Sisters; Hennie Starks, Rosa Harrison, Clara Graham, Edanon Jones, Dorris Starks. Brothers; Johnny Starks (Mary Jean), Edwin Starks (Alease), Billy Starks, Daniel Starks, Morris Starks. Brothers-in-laws; Sammie Johnson, Leeroy Johnson (Melissa), and Leemar Johnson. Sisters-in-laws; Rosie Brooks (Willie), Sharon Murray, Janice Johnson, Sandra Robinson (Michael),Myra Scott (Johnny), Carolyn Embry (Vincent), Angelene  Kirkland and Lorene Johnson.
